How does a league decide between two trophy plans?

A ten-team league is voting on how to spend part of its dues. The commissioner has two written quotes. The first is for a League Champion Trophy that travels, with plates for past winners. The second is for a Perpetual Fantasy League Plaque that hangs at the host's house, plus a small keeper award each season. He runs the estimator once for each quote, copying the quantity, unit cost, setup and shipping lines exactly. He divides each total by ten and posts both per-manager figures in the chat.
